American Military Engagement in Local Wars: Restraint or Catalyst for Soviets?

It is commonly assumed that the single most important factor enforcing caution on Soviet military conduct in local wars is the position of the United States. The scope and intensity of Soviet military engagement in Third World conflicts in general, and Middle East wars in particular, is perceived to be a direct derivation of the Soviet assessment regarding the expected American response:

Soviet supported military interventions have occurred mainly in conflict situations where Moscow had reason to believe that a U.S. military response would be unlikely, either because of a lack of vital U.S. interests or commitments, existing political constraints, or an absence of viable response options.36
